The U.S. has an electorally representative democracy. But what about statistically? From a statistical perspective, representative means:
The traits (demographics, beliefs, etc) of the US Congress match the traits of the US population—within the variability that we would expect due to random chance.
For example, consider wealth. About 8% of the US population are millionaires. If congress were representative of the U.S. population with respect to wealth, then we would expect about 8% of the U.S. congress to be millionaires.
