Why do we have a Transitional Facility?

  • The research we undertake sometimes requires us to bring in samples from outside New Zealand Territory.
  • It is possible that these samples could harbour organisms that may damage New Zealands unique environment.
  • To protect New Zealands environment “Risk Goods” from outside New Zealands territory are held in a secure facility.
  • Transitional facilities are approved by MPI to receive goods that may pose a biosecurity risk.
  • Transitional facilities can hold, inspect, treat, identify, or destroy and dispose of uncleared risk goods.

Transitional Facility Sites

  • The transitional facility is made up of 2 sites
    • Site 2 - located in a warehouse at 51 Clyde Street, Dunedin.
    • Site 3 - The Sediment Geochemistry Prep Laboratory in Room B19 located at 90 Leith Walk, Dunedin (vicinity of the Music Building).

Facility Access - Masterlock Enterprises

  • Access to the Clyde St facility is via a Masterlock Bluetooth Lockbox

  • Once you have completed the induction you will get an email from Masterlock Enterprise that will invite you to download and log onto the Masterlock Enterprise app
  • There will be a temporary password in the email you receive from Masterlock
  • You will have to download the app and register prior to next entering ORCA

Facility Access - Entry Log

  • Prior to entering the facility you must scan the QR code located at the Main and Side gates

Facility - General

  • There is separate training for the iTrax and the Geotek
  • You can use the tools and equipment in the facility, but make sure you clean it and put it back where you found it once you are finished.
  • Clean up after your self, empty waste bins etc. I am not your mother.
  • Only trained personal may be in the lab unsupervised.
  • Visitors must also scan the QR code
  • If unknown personnel wish to enter the TF please contact either Bob (in the first instance) or Chris prior to letting them in.
  • Do not use equipment you have not been trained for

Legislation and Standards

Transitonal Material

  • Handling of Transitional material is covered in the ORCA Transitional Facility Manual.
  • A copy of the manual should be at each of the sites
  • This manual should be read and understood prior to handling any transitional material

Good Work Practices

  • The waste from Transitional material must be disposed of in the biosecurity bins
  • Any disposable material that has come in contact with Transitional Material must also be disposed of in the Biosecurity Bin
  • Tools use for processing Transitional Material should be placed in a plastic container from the Biosecurity kit, sprayed with a 1% Trigene solution and left for 10 minutes.
  • Notify the Operator or the Academic in charge when the bags in the Biosecurity Bin are 3/4 full

Importation of Transitional Material

  • To bring Transitional Material into New Zealand, you must have a permit. MPI charge a Fee for issuing permits
  • A copy of the permit must accompany the samples as they enter New Zealand.

Biosecurity Authority Clearance Certificate

  • Transitional material entering the country should be accompanied by a BACC
  • The company transporting the material should apply for one on your behalf
  • A copy needs to be kept under the job in the MPI folder
  • If transitional material arrives without a BACC, we will need to apply for one in retrospect

Arrival Checklist

  • Every time a consignment of transitional material arrives, this audit form must be completed.
  • A copy should be kept in the MPI folder
  • The paperwork must be kept for a minimum of 2 years

Internal Transfers

  • Transitional material that is being moved between the three ORCA sites must go through an internal transfer process
  • This is so the location of the samples can be tracked
  • A copy of the form can be found in Appendix 5.6 of the Transitional Facility Manual

Spills

  • If there is an accidental spill, notify Bob or Chris
  • There are spill kits at each of the sites
  • The procedure for spills is covered in the manual
  • Spilled transitional material placed in a plastic bag and disposed of in the designated waste bin
  • The area of the spill should be cleaned with a 1% mix of Trigene and left for 10 minutes
  • Papers towels etc used in cleaning up the spill should also be placed into the plastic bag and disposed of in the designated bin

Decontamination

  • Tools and equipment used with transitional material must be cleaned
  • The equipment must be sprayed with a 1% mixure of Trigene, left for 10 minutes and then wiped down
  • Tools must be wiped down, placed into a plastic container from the spill kit, sprayed with a 1% mixture of Trigene and left for 10 minutes
  • Any paper towels etc used in the cleaning process should be placed into a plastic bag and disposed of in the designated waste bin.
